Process of Determining Projects

  • Heifer Thailand will explore potential partners interests with NGO or GO.
  • A proposal is proposed to Heifer Thailand by local NGO or GO seeking potential partnerships in implementing the project to improve livelihood of the poor in the north or northeast of Thailand, and Heifer Thailand will review for prioritization; and
  • Heifer Thailand would put out a call for proposals on priority project, review and prioritize these proposals.

Process in Calling for Project Proposals 

  • After priority projects, call for proposals will be sent by Heifer Thailand to local GO or NGO.
  • Heifer Thailand should suggest GO or NGO who might be interested in collaborative project in livelihood improvement and livestock management.
  • Heifer Thailand strategic team review proposals and make recommendations to the potential partner.
  • Based on the comments/recommendations by Heifer Thailand strategic team, the applications are either rejected, accepted, or accepted with minor revisions.

Project Partner Selection Criteria
The main objectives of the selection criteria are to identify project partners who can deliver quality service to project participants and to ensure that investing resources in building capacity will yield better impacts.

Required Criteria

  1. Legal Status
  2. Registered organization
  3. Recognized by local or district unit
  4. Compliance to government requirements
  5. Accept/agree to adopt Heifer values and approaches
  6. Coverage/presence in strategic and geographic areas
  7. Enthusiastically willing to partner with Heifer 
  8. Through demonstrated action and self-initiative
  9. Community development focus
  10. Positive values, neutral politics, and motive for service rather than power

Desirable Criteria

  1. Accountability
    • Acceptable financial systems and procedures
    • Transparency
  2. Credibility
    • Locally recognized
    • Socially respected
    • Good track record
  3. Capacity
    • Expertise in community development
    • Competent and adequate staff (confident that staff can implement a  project)
    • Office and infrastructure facilities
    • Good governance
    • Sensitive to gender and diversity
